KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: the principles and practices of supervision, administration and budgeting; ability to effectively apply to the planning and direction of personnel and material resources. Working knowledge of Manual of Uniformed Traffic Control Devices (MUTCD) and applicable state and highway specifications, ability to apply same to work performed. Thorough knowledge of typical codes, ordinances, regulations, and standards governing public facilities construction, maintenance and repair. Extensive knowledge of the principles and practices applied in capital construction and transportation. Extensive knowledge of the procedures, equipment and materials required to maintain and repair Town streets, sidewalks, alleyways, drainage systems, and signs.
Skilled in: Ability to read and interpret blueprints and drawings. Ability to establish and maintain effective working relationships with subordinates, fellow workers, superiors, Town officials, outside agencies' personnel, and the general public. Ability to supervise the preparation of designs, plans, and specifications for town facilities including water and sewer utility. Ability to organize, direct, and coordinate the activities including technical and professional personnel, in a manner conducive to full performance and high morale. Ability to analyze and modify or apply new developments in the field of public works. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, data and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write memoranda letters and reports that can be understood by both technical and non-technical individuals. Ability to effectively present information both verbally and orally to Town Manager, the Mayor and Town Council, public groups, and/or other public bodies, businesses, and regulatory agencies. Ability to work with mathematical concepts such as plane and solid geometry and trigonometry, apply concepts such as fractions, percentages, ratios, and proportions to practical situations, define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to develop and manage operating and capital budgets. Skilled and experienced in computer budgeting, engineering and design software, word processing, spread sheet and database desired.
Environmental Factors: Work be performed indoors, in a general office environment 95% of the time and 5% will be spent outdoors in safe weather conditions. Adequate hearing and communication will be needed to perform the duties of this job. The employee will be exposed to noises commonly experienced in an office environment. When visiting job sites and construction projects up to twice a month, the employee will be required to walk on uneven surfaces. Traveling to various sites within the Town will be required to visit job sites.
Physical Factors: Ability to travel between Town of Erie buildings to attend meetings and events. While performing the duties of this job, the employee will sit and stand for the majority of the time spent working. Up to 6 hours per day will be spent completing repetitive motion tasks, such as typing, grasping a writing utensil to take notes, etc. The employee will need to be able to bend, kneel, and stoop, halfway to the ground approximately once per week. The lifting of objects will be limited to carrying a laptop.
