Scope of Work:

The Environmental Management Coordinator reports directly to the Environmental Department Compliance Manager to provide administrative and office management support to the entire Environmental Team located at the U.S. Air Force Academy.

Serves as theInstallationEnvironmental Management System (EMS) Coordinator tomaintain, monitor, improve and track environmental performance at USAFA. This position will be known as the EMS champion to spearhead EMS development, implementation, and promote EMS during meetings with government personnel. The EMS Coordinator will facilitate EMS by providing direct support, training and direction for contractor and government personnel. The EMS Coordinator will work to support the USAFA EMS Commitment Statement by reducing environmental impacts and achieving continual improvement. This key position must have the personal communication skills and attributes to reach numerous organizations, teams, and shops at USAFA to implement environmental performance goals, targets, and train personnel on key EMS aspects and impacts.The EMS Coordinator will maintain direct relationship with the USAFA CECross Functional Team(CFT) to performEMSplanning,identifysignicantaspectsandrisks,set clearobjectives, andcoordinatecommunicationstrategies.

Responsibilities:

  • Responsibilities to include administrative duties and coordination for the Environmental Compliance team.
  • The Coordinator supports implementation and administration of Environmental Management projects at the contract level to ensure proper follow-through for employees. The Coordinator also facilitates and creates EMS reports for submittal to the Government and offers support to the executive staff in editing and producing documents.
  • The Coordinator ensures all applicable plans and permits are current and up to date with Federal, State, and local regulatory requirements. Additionally, will review Air Force Instructions (AFI's) and other DoD requirements for specific plans, equipment, and circumstances for compliance evaluations.
  • The position will oversee EMS performance, compliance monitoring and audit processes. The Coordinator will direct EMS training for all USAFA base personnel and recordkeeping of environmental files.
  • The EMS Coordinator shall implement corrective actions for non-conformant activities for EMS ndings within prescribed timelines.
  • Input data and maintain EMS tools on government web sites including, but not limited to the Management Review Tool, Risk/Aspect Inventory (RAIT), Environmental Action Plan (EAP) Tool, Enforcement Actions, Spills, and Inspections Environmental Reporting (EASIER) database, Tool for Environmental Management Plans (T-EMP), Unit Environmental Coordinator (UEC) Toolkit and other applicable eDASH tools.
  • Ensure all required documents are uploaded into the EMS (eDASH) system. This includes permits, meeting minutes and slides, inspection reports, site assistance visits and spill reports.
  • Provides timely and high-quality deliverables to client. Deliverables for each specific medium are identified in the PWS.
  • The EMS Coordinator will implement and facilitate Inspector General Unit Effectiveness Inspections. This includes developing and implementing corrective and preventive action plans for identified inspection deficiencies.
  • Complete the Environmental Quality (EQ) Semi-Annual Data Call for all Environmental tracking metrics and provide accurate recordkeeping documentation.
  • The EMS Coordinator shall assign and track completion of Environmental Self-Assessment Checklist (SAC) in Management Internal Control Toolset (MICT) checklists.
  • The EMS Coordinator will perform quarterly audits of all environmental records and prepare a status report for government review.
  • Assists with other programs as needed and cross trains with other program areas.
  • Performs other duties as assigned consistent with the position's requisite technical skills, program requirements, and the administrative requirements of the KIRA contract.
  • QA/QC's quarterly GIS update requests from USAFA
  • Enters data into USAFA databases such as ESSOH-MIS, APIMS, WET, MICT etc.
  • Provides timely and high-quality deliverables to client,
  • Presents monthly Government Purchase Card Training for EESHO-MIS database requirements, and the administrative requirements of the KIRA contract.

Minimum Requirements:

  • The EMS Coordinator shall have at least 2 years' experience in EMS and environmental compliance programs and possess a solid understanding of the five main stages of an EMS framework developed by the International Organization for Standardization (ISO) 14001 standard.
  • Must have experience with performing EMS audits, creating corrective action plans, and inspecting key performance indicators for compliance.
  • Experience in either DoD, Government Service or Contract Support is desirable.
  • Applicable certifications and knowledge of federal, state, and local environmental laws and regulations in their respective medium is highly desirable.
  • Advanced computer skills including MS Office (Excel, Microsoft Word, Power Point and Outlook) and general administrative skills; exemplary writing and editing skills, required with a preference given to technical writing.
  • Strong organizational skills, ability to multi-task and to provide independent judgment in his/her daily decision making.
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
  • Must have or be able to obtain a Colorado state driver's license.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • For positions requiring use of a Company and/or Customer vehicle, must have a safe driving record, as defined by Company policy. Must have the ability to safely operate a company vehicle.
  • Must have a minimum of a 4-year college degree in science and/or a related business administration with practical experience with developing, implementing, and managing a comparable EMS program.
